Nï¿½ mï¿½nyrï¿½ qï¿½ tï¿½ pï¿½rparohet drejt zgjidhjes sï¿½ statusit pï¿½rfundimtar tï¿½ Kosovï¿½s, duhet tï¿½ kihen parasysh dy aspekte kryesore: pï¿½rmasa ï¿½e jashtmeï¿½ dhe ajo ï¿½e brendï¿½shmeï¿½. Pï¿½rmasa e jashtme pï¿½rfshin hartimin e njï¿½ procesi drejt zgjidhjes sï¿½ statusit pï¿½rfundimtar, qï¿½ do tï¿½ pï¿½rfshinte tï¿½ gjithï¿½ aktorï¿½t qï¿½ kanï¿½ ndikim nï¿½ tï¿½ ardhmen e Kosovï¿½s. Nï¿½ kï¿½tï¿½ aspekt, ICG arrin nï¿½ pï¿½rfundimin se bashkï¿½sia nï¿½rkombï¿½tare duhet tï¿½ vazhdojï¿½ me shqyrtimin e statusit, duke pasur parasysh se pavarï¿½sia e kushtï¿½zuar nï¿½n njï¿½ kujdestari ndï¿½rkombï¿½tare ï¿½shtï¿½ zgjidhja mï¿½ reale.
STANDARTE Tï¿½ BRENDSHME
Njï¿½ nga arsyet kryesore pï¿½r mosshqyrtimin e ï¿½ï¿½shtjes sï¿½ statusit tï¿½ Kosovï¿½s ï¿½shtï¿½ dobï¿½sia e institucioneve tï¿½ Kosovï¿½s  pï¿½rfshi Kuvendin, Ministritï¿½ dhe Sistemin Gjyqï¿½sor  dhe paaftï¿½sia e kï¿½tyre institucioneve pï¿½r tï¿½ mbrojtur tï¿½ drejtat e pakicï¿½s serbe dhe rome.
Ky raport ve nï¿½ dukje se Kosovï¿½s i duhet pï¿½rgatitje e mï¿½tejshme pï¿½r tï¿½ arritur statusin pï¿½rfundmtar. Ngadalï¿½sia nï¿½ krijimin e institucioneve tï¿½ vetï¿½qeverisjes pas zgjedhjes sï¿½ Kuvendit nï¿½ 17 nï¿½ntor 2001, pasqyron mungesï¿½n e pï¿½rvojï¿½s sï¿½ partive politike tï¿½ Kosovï¿½s dhe thellï¿½sisnï¿½ e dasive qï¿½ pï¿½rï¿½ajnï¿½ shoqï¿½rinï¿½ Kosovare. Pï¿½r mï¿½ tepï¿½r, sistemi gjyqï¿½sor nuk ka ende aftï¿½si pï¿½r hetimin dhe ndï¿½shkimin e krimeve nï¿½ mï¿½nyrï¿½ tï¿½ paanshme dhe efektive. Pakicat kanï¿½ ende probleme me lirinï¿½ e veprimit dhe me mundï¿½sitï¿½ ekonomike dhe sociale qï¿½ sjell kjo liri.
I takon UNMIKut, si edhe bashkï¿½sisï¿½ ndï¿½rkombï¿½tare dhe udhï¿½heqï¿½sve tï¿½ Kosovï¿½s, tï¿½ zbatojnï¿½ detyrimet e tyre pï¿½r tï¿½ zhvilluar institucione autonome tï¿½ cilat do tï¿½i paraprijnï¿½ statusit pï¿½rfundimtar tï¿½ Kosovï¿½s, cilido qoftï¿½ ai. Duhet dhe mund tï¿½ ndï¿½rtohen institucione qeverisï¿½se demokratike, efektive dhe shumï¿½etnike.
Nï¿½ kï¿½tï¿½ frymï¿½, ky raport parashtron standartet pï¿½r zhvillimin e brendshï¿½m tï¿½ Kosovï¿½s  standarte tï¿½ cilat duhet tï¿½ arrihen nga institucionet e Kosovï¿½s, dhe parime tï¿½ cilat duhet tï¿½ zbatohen nï¿½ trajtimin e qytetarï¿½ve dhe veï¿½anï¿½risht tï¿½ pakicave. Pï¿½r shembull, Kuvendi duhet tï¿½i japï¿½ llogari elektoratit dhe duht tï¿½ jetï¿½ i aftï¿½ tï¿½ ndï¿½rtojï¿½ legjislacion. Pï¿½r rrï¿½njosjen e sundimit tï¿½ ligjit ï¿½shtï¿½ vendimtar krijimi i njï¿½ sistemi gjyqï¿½sor efektiv, tï¿½ pavarur dhe tï¿½ paanshï¿½m, kompetencï¿½ e tï¿½ cilit do tï¿½ jenï¿½ hetimi dhe ndï¿½shkimi i krimeve. Njï¿½ standart vendimtar i cili do tï¿½ merret parasysh nï¿½ shqyrtimin e sovranitetit tï¿½ Kosovï¿½s ï¿½shtï¿½ jetesa e minoriteteve nï¿½ siguri, dinjitet dhe padiskriminim. Personat e shpï¿½rngulur duhet tï¿½ kenï¿½ mundï¿½si tï¿½ kthehen nï¿½ shtï¿½pitï¿½ e tyre, dhe nï¿½se ata vendosin tï¿½ moskthehen, tï¿½ drejtat e tyre tï¿½ pronï¿½sisï¿½ duhet tï¿½ mbrohen.
Kï¿½to standarte siï¿½ e paraqet dhe ky raport  janï¿½ tï¿½ domosdoshme nï¿½ vlerï¿½simin e pï¿½rparimit tï¿½ brendshï¿½m tï¿½ Kosovï¿½s. Megjithatï¿½, ndonï¿½se arritja e kï¿½tyre standarteve ndikon nï¿½ etapat e zbatimit tï¿½ njï¿½ statusi pï¿½rfundimtar, kjo as nuk e vonon pï¿½rcaktimin e statusit dhe as nuk pï¿½rcakton formï¿½n e kï¿½tij statusi. Fakti se mbetet shumï¿½ pï¿½r tï¿½ bï¿½rï¿½ brenda Kosovï¿½s nuk ï¿½shtï¿½ arsye pï¿½r tï¿½ vonuar shqyrtimin e opsionve tï¿½ ndryshme tï¿½ statusit pï¿½rfundimtar.
Pï¿½r arritjen e kï¿½tyre standarteve nevojitet shumï¿½ mï¿½ tepï¿½r punï¿½. Duhet tï¿½ forcohet kapaciteti i sistemit gjyqï¿½sor tï¿½ Kosovï¿½s, i shï¿½rbimit policor dhe i sistemit ndï¿½shkimor; duhet tï¿½ bï¿½het trajnimi i administratï¿½s civile; duhet tï¿½ rritet dhï¿½nia e llogarisï¿½ sï¿½ Kuvendit para elektoratit tï¿½ tij; dhe duhet tï¿½ mbrohen tï¿½ drejtat e pakicave. Pï¿½r realizimin e kï¿½tyre standarteve, bashkï¿½sia ndï¿½rkombï¿½tare duhet tï¿½ vazhdojï¿½ pï¿½rfshirjen e saj nï¿½ Kosovï¿½ dhe duhet tï¿½i pï¿½rkushtohet zhvillimit tï¿½ institucioneve tï¿½ Kosovï¿½s. Nï¿½ anï¿½n tjetï¿½r, udhï¿½heqï¿½sit e Kosovï¿½s duhet tï¿½ pranojnï¿½ detyrimet e tyre pï¿½r tejï¿½imin e kï¿½tij procesi.
REKOMANDIME

1. Pï¿½rfshirja ndï¿½rkombï¿½tare civile dhe ushtarake nï¿½ Kosovï¿½ duhet tï¿½ vazhdojï¿½ pï¿½r aq kohï¿½ sa Kosova tï¿½ mund tï¿½ qï¿½ndrojï¿½ nï¿½ kï¿½mbï¿½t e saj dhe pï¿½r aq kohï¿½ sa ta kï¿½rkojï¿½ siguria e brendshme dhe e jashtme.
2. Donatorï¿½t duhet tï¿½i shmangen pï¿½rkrahjes sï¿½ strukturave paralele jashtï¿½ institucioneve zyrtare tï¿½ Kosovï¿½s dhe duhet tï¿½ ndihmojnï¿½ nï¿½ rritjen e aftï¿½sisï¿½ sï¿½ institucioneve tï¿½ vetï¿½qeverisjes.

5. Nï¿½ lidhje me institucionet e vetï¿½qeverisjes UNMIKu duhet :
(a) Tï¿½ lejojï¿½ sa ï¿½shtï¿½ e mundur qï¿½ institucionet e vetï¿½qeverisjes tï¿½ marrinn pï¿½rgjegjï¿½si qeverisï¿½se; dhe (b) Tï¿½i japï¿½ pï¿½rparï¿½si tï¿½ lartï¿½ trajnimit tï¿½ zyrtarï¿½ve tï¿½ institucioneve tï¿½ vetï¿½qeverisjes si edhe anï¿½tarï¿½ve tï¿½ Kuvendit. (a) Mbrojtja e pakicave duhet tï¿½ vazhdojï¿½, por duhet tï¿½ synohet riintegrimi i tyre nï¿½ shoqï¿½rinï¿½ kosovare, duke shmangur nxitjen e mendï¿½sisï¿½ sï¿½ tï¿½ qï¿½nit tï¿½ rrethuar. Duhet tï¿½ shqyrtohet mundï¿½sia pï¿½r pakï¿½simin gradual tï¿½ pozicioneve statike tï¿½ KFORit siï¿½ janï¿½ postblloqet; dhe (b) Pï¿½rpjekjet pï¿½r nxitjen e kthimit tï¿½ refugjatï¿½ve duhet tï¿½ pï¿½rqï¿½ndrohen nï¿½ krijimin e njï¿½ mjedisi tï¿½ pï¿½rshtatshï¿½m pï¿½r kthimin e tyre, dhe duhet tï¿½ shmanget krijimi i enklavave tï¿½ reja.
