Damien Helly
Dr Damien Helly has worked on the Caucasus since 1996. He lived in Baku in 1996-1998 while working for the French Embassy in Azerbaijan. His research in CERI Sciences po, Paris, has focused primarily on the European Union’s foreign policy and external relations in Southern Caucasus and worldwide. He also studied extensively Azerbaijani politics and International Relations in the Caspian region. He is a graduate from Sciences po Grenoble, France, and holds a PhD in Political Science from Sciences Po Paris. Damien joined ICG as Caucasus Project Director in May 2003.
