A speech by EU External Relations Commissioner Chris Patten to the International Crisis Group, 10 July 2001

In a wide-ranging speech on the European Union's Balkan policy, External Relations Commissioner Chris Patten stated that he opposed a grand conference to settle the problems of the Balkans, saying the region's best hope lay in slow, incremental instituion building. The EU's Stabilisation and Association Process, which aims to bring the countries of the region into the European mainstream, and eventually into the EU itself, was desgined to do just that, "building stability brick by brick, day by day". While the EU is "on the right basic course" in its long term strategy towards the region, it must now prove that it can stay that course, Commissioner Patten stressed.
