<h2>Introduction</h2>
It has been nearly one year since the outbreak of fighting in Kosovo between Serbian security forces and guerrillas of the Kosovo Liberation Army. 1998 and the first few weeks of 1999 have seen over 2,000 Albanians and Serbs killed in fighting, deployment of around 800 unarmed OSCE "verifiers" to monitor what is now a rapidly disintegrating cease-fire, and the dispatch of a 5,000-strong NATO standby force across the border in Macedonia tasked to extract the verifiers if necessary.
