Gareth Evans analyses Bush address on Lateline, ABC TV

In a comment piece published a few days ago in the International Herald Tribune Mr Evans welcomed the move by President Bush to put his case before the UN. But he signaled given the severity of what was being contemplated it would not be enough for the President to simply re-state Sadam's sorry record.

It is highly appropriate that President George W. Bush has chosen his UN General Assembly address on Sept. 12 as the occasion to fully lay out U.S. concerns and intentions on Iraq. But the choice of forum won't count for much if the substance of the speech is not compelling.

To translate that commitment into cooperative action, practical institution-strengthening and process measures should be taken aimed at improving the capacity to: analyse situations requiring preventive action, identify appropriate policy responses and agree upon and effectively deliver such responses.

Zimbabwe�s silent, selective starvation

The ZANU-PF government of President Robert Mugabe is carrying out a policy of selective starvation against its political enemies. The denial of food to opposition strongholds has replaced overt violence as the government�s principal tool of repression in Zimbabwe. Mortality and morbidity rates will continue to accelerate if this policy is not reversed.
