After Sept. 11, there was a sense among Americans that the country had to come together for comfort, for protection and for rebuilding. The reaction in Indonesia to the Bali bombings has been very different, and it speaks to the lack of faith that Indonesians have in their own government.

As New Yorkers found out, it makes a world of difference when terrorism hits home. Before the bombs exploded in Bali on Saturday night, most Indonesians and many foreigners were skeptical about U.S. warnings that Al Qaeda operatives were active in Indonesia.

The sight of Slobodan Milosevic being tried for war crimes in the Hague may suggest that we have reached the end of history, Balkans-style. The prospects of large-scale conflict in the region are low; democracy and pluralism are slowly taking root; and the Balkans' claim on the world's attention, declining even before September 11, continues to fall. Over the next two to three years, NATO will likely reduce its peacekeeping presence further, foreign aid will decline, and international attention will continue to drift elsewhere.
