"Responding to Terror"

It is possible to distinguish five separate objectives, which have to be simultaneously pursued if the response to the horror of the 11 September terrorist attacks against the United States, and the potential horrors of the future, is to be adequate. These are strengthening international security, bringing perpetrators to justice, building international defences against future attacks,and addressing the conflicts and policy issues, as well as the underlying social, economic and clutural issues that generate grievance.

The International Crisis Group, of which I am a member, had an opportunity to meet with top officials at both NATO and the European Union on a recent trip to Europe. Their message was clear: America's role is crucial to the peace process no matter where, and without US logistical support in places like the Balkans and the Middle East, that process will fail.

"Stop this racism"

Britain, led ably by Tony Blair following the 11 September terrorist attacks against the US, has responded well to the outrage. Yet BBC's recent Question Time programme showed the awful truth that these days there is just one racism that is tolerated - anti-Americanism. The attack on America was an attack on democracy, and what America now needs is solidarity, not misplaced schadenfreude.

"Making a Real Peace in Macedonia"

The lesson of international intervention in Croatia, Bosnia and Kosovo is that the most critical period in peacemaking comes immediately after an agreement. Given the security vacuum that persists in Macedonia even after the signing of the 13 August peace agreement, NATO troops engaged in collecting arms from Albanian rebels will need to take additional steps to make the paper peace a real one. They should seek out and seize weapons not voluntarily surrendered to them, oversee the disarmament and demobilisation of Macedoniana paramilitaries and deploy a force along the borders with Albania and Serbia as a confidence and security building measure.
